The BRICS declaration frowning the use of force by West in Libya, surprised scholars from EU. That the five-member bloc , comprising of Brazil, Russia, India , China and South Africa, could come up with such a "long, impressive and ambitious" declaration injecting new impetus into international relations and governance was an astonishment to the European Union academics .
The Sanya declaration achieved a consensus covering a wide range of issues such as a stance on Libya, support for Japan and multilateral cooperation. They also rolled out a 23-point action plan to implement the previously launched programmes, and start new projects and proposals
The Indian Prime Minister, Dr. Manmohan Singh’s statement at the plenary session of 3rd BRICS leaders meeting in Sanya, China on April 14, 2011 was full of hope towards the future role of the emerging economies. The theme of the meeting was “Broad Vision and Shared Prosperity” and it was for the first time that a BRICS Summit took place in Asia. This strengthens their voice on any global forum.
From a geopolitical perspective, the BRICS economies occupy a strategic economic position. With the inclusion of South Africa, they possess a significant percentage of the world's landmass and an even more considerable percentage of the global population. This strengthens their voice on any global forum.Mr Singh said that the challenge ahead for BRICS was to harness the vast potential that existed among the member countries. Being rich in resources, material and human, the countries were strengthened by the complementarities of their resource endowments. He further said that they shared the vision of inclusive growth and prosperity in the world and stood for a rule-based, stable and predictable global order. They respected each other’s political systems and stages of development. He stated that rapid socio-economic transformation of the people was a priority and this cooperation was neither directed against nor at the expense of anyone.
He emphasised the need to give concrete meaning to the concept of sustainable and balanced development, and produce innovative models of development. He said that cooperation was required in clean and alternative sources of energy and technologies. Stating that nuclear safety had emerged as a major source of concern the world over after the tragedy in Japan, he reiterated the need to cooperate in disaster relief and management. He reaffirmed India’s commitment to a balanced and ambitious outcome to the Doha round of WTO negotiations. He said that India will continue to engage with its partners to facilitate a rule-based multilateral trade regime which is fair, equitable and addresses the development agenda effectively. |
